An Associated Press item: Detroit underworld figures refused the police commissioner's request for help in the inquiry into Inspector Henry J. Garvin, after detectives testified that a December 1927 report of the arrest of five members of the 'notorious purple gang' was altered.

The page printed as B-4 of the Washington Evening Star for Wednesday, 12 February 1930 (image 16 in the Library of Congress viewer). At upper right is "Gangsters Refuse to Assist Police," with the deck "Detroit Detective Department Tangled by Altered Arrest Report," credited to the Associated Press and datelined Detroit, February 12.

It reports that men from the Detroit underworld refused Police Commissioner Harold H. Emmons's request for help in the inquiry into Inspector Henry J. Garvin, and that two detectives testified that on December 17, 1927 a report of the arrest of five members of the "notorious 'purple gang'" was altered so that a concealed-weapons warrant could not be obtained.

The testimony is the detectives', before a police trial board, as reported; the page records no finding. The OCR text is noisy; the headline was read from the scan.
