Page B-9 of the Evening Star, 24 April 1930 (image 25 of the issue as scanned). The story is credited "By the Associated Press," datelined Chicago, April 24, with the deck "Chicago Publishes “Who’s Hoodlum” and Will Harass Public’s Enemies." It reports that the Chicago Crime Commission prepared a list of "28 notorious gangsters, gunmen and racketeers," with Capone named first, and that it was sent to law enforcement agencies "with a reminder that “these men are public enemies and should be treated accordingly.”"

The story says the list was "edited by Frank J. Loesch, president of the crime body," names other men on it, including George (Bugs) Moran, and quotes Loesch's footnote explaining "treated accordingly" as meaning watchfulness, arrests, court action and inquiries into taxes. It reports pledges of co-operation from the police commissioner, the sheriff, the state's attorney and United States District Attorney George E. Q. Johnson.

One name on the printed list is unclear in the OCR and is not repeated here. The list is the Crime Commission's designation as the paper reported it.
