United Press report of 24 April 1930 that the Chicago Crime Commission, through Frank J. Loesch, sent police a list of twenty-eight men it called "public enemies," headed by Al Capone.

A page in the Second Section of the Indianapolis Times, Home Edition, 24 April 1930 (image 11 of the issue as scanned; no page number is printed in the header). The story is credited "By United Press," datelined Chicago, April 24, with the decks "‘Hoodlum Squad’ of Police Proposed to Harass ‘Public Enemies’" and "Roll Call Headed by Name of Al Capone: Other Thugs Listed."

It reports that a list "submitted to police and law enforcement agencies Wednesday night by Frank J. Loesch" named the outstanding gangsters of Chicago, called them "public enemies," and asked that police harass them. It says Police Commissioner William F. Russell indicated a special "hoodlum squad" would probably be appointed, and that "The roll call of gangland is headed by the name of Scarface Al Capone."

This archive cites the page for the Crime Commission's list and its wording as reported. The page does not print the full list, and the list was the commission's, not a court's.
