The Second Circuit affirmed orders sustaining the Independent Administrator's disciplinary authority under the Teamsters Consent Decree, and rejected the argument that a General Executive Board resolution bound the Administrator.

United States Court of Appeals, Second Circuit, argued 30 April 1990 and decided 1 June 1990.

The appeals came from the district court's orders, among them [725 F. Supp. 162](/items/courtlistener-us-v-ibt-725-f-supp-162/), sustaining the disciplinary authority of the Independent Administrator, Frederick B. Lacey, over Harold Friedman, the union's eleventh vice president, and Anthony Hughes. The union had argued that a resolution of its General Executive Board interpreting the union constitution bound the Administrator. The court disagreed and affirmed.

The ruling concerns the reach of the Consent Decree. It is not a ruling on the merits of the disciplinary charges.
