The Second Circuit largely affirmed the order approving the court-appointed Election Officer's rules for the 1991 Teamsters election under the Consent Decree, modifying the rules on aid to candidates from non-members.

United States Court of Appeals, Second Circuit, argued 11 February 1991 and decided 12 April 1991.

The opinion explains that under the Consent Decree "the district court appointed three court officers to oversee certain aspects of the affairs of the IBT: the Investigations Officer, the Independent Administrator, and the Election Officer." On 10 July 1990 the district court approved the Election Officer's proposed rules for the 1991 election, with some changes.

The court of appeals held that the union had adequately represented its affiliates when it agreed to the decree's election provisions, and it affirmed the Election Officer's staffing order. It modified the rules on aid to candidates from people who were not members. Later opinions cite this decision as the "Election Rules" decision.
