# FBI Vault, James (Whitey) Bulger, Part 01: Boston reports, 1974 to 1978

Canonical: https://mobfiles.org/items/fbi-vault-bulger-p01-boston-reports-1974-1978/

First part of the FBI's released Bulger file: Boston airtels and reports of 1974 and 1975 on an extortionate-credit inquiry naming Bulger among suspected loansharks, and 1976 to 1978 reports on a race-fixing investigation. Read in part from the OCR.

The Vault viewer shows 300 pages. The opening section is Boston airtels, teletypes and a report of April 1975 captioned "James J. Bulger," from a Boston file read in the OCR as 179-262. They concern an extortionate-credit inquiry that began when a borrower contacted the New England Organized Crime Strike Force in November 1974. In that section the FBI report names Bulger among suspected loansharks; it is not an informant file.

Later sections, from a Boston file read as 183-298 and other reports of 1976 to 1978, concern a race-fixing investigation and refer to the "WINTER gang" in Somerville, Massachusetts. They are followed by what appears to be a copy of the First Circuit opinion in [United States v. Winter](/items/courtlistener-us-v-winter-663-f2d-1120/).

The OCR of the early pages is very poor and the victim's and other names are redacted. Not all 300 pages were read, and this page describes only what was read.
