New York Division memoranda to the FBI Director under the heading "Top Echelon Criminal Informant Program." A memorandum of March 20, 1962 gives "Date designated informant 3/20/62" and describes Gregory Scarpa as a member of the Joseph Profaci group in Brooklyn.

The first of the Vault's parts on Gregory Scarpa, Sr., 249 viewer pages, read from the viewer's OCR. The opening memorandum, from the New York office to the Director under the heading "Top Echelon Criminal Informant Program - New York Division," states: "GREGORY SCARPA is a current member of the JOSEPH PROFACI group in Brooklyn and is considered to be an individual worthy of concentrated attention in accordance with this program."

A memorandum to the Director dated 3/20/62 recounts that the informant had been arrested by Bureau agents on 3/7/60 in a theft-from-interstate-shipment case, was contacted again when "the feud between the GALLO and PROFACI groups in Brooklyn, NY, erupted" in August 1961, and on 10/27/61 telephoned the office himself; "He was designated a PC on 11/21/61, under the Top Echelon Criminal Informant Program." The informant form reads "F. DATE DESIGNATED INFORMANT 3/20/62" and "G. ESTIMATE OF RELIABILITY Informant is considered reliable." A Bureau note says the source "has provided keen insight into the gang warfare between Profaci group and the Gallo group."

What Scarpa "furnished" is informant reporting, not testimony. The 1962 designation is earlier than the 1980 informant role the federal court described in 1997. The first page prints a residence address and later pages list family members; neither is carried forward, and for that reason no page image is stored here.
