Summary page of an FBI monograph on the Mafia stating that the largest meeting known to date occurred at Apalachin in November 1957 with "at least 61" in attendance, and that the first important conference was in Cleveland in 1928. The monograph is undated in the pages examined.

Part 03 of the FBI Vault's "Mafia Monograph," scan 16 (printed page vi of a summary). The pages examined give no date for the monograph.

The page states that "top Mafia leaders from all parts of the country have met from time to time over a period of years," that "The first important conference of Sicilian-Italian hoodlums took place in Cleveland, Ohio, in 1928," and: "The largest meeting of Mafiosi known to date occurred in Apalachin, New York, in November, 1957. At least 61 leading Sicilian-Italian criminals were in attendance at this particular meeting." The digit in "61" is read from the scan, because the OCR of this page is garbled.

The FBI's "at least 61" differs from the [58 stopped in the Second Circuit's account](/items/courtlistener-us-v-bufalino-285-f2d-408/) and the [60 in Sergeant Crosswell's testimony](/items/mcclellan-part-32-crosswell-testimony-1958/). The court, for its part, found [no evidence of the gathering's purpose](/items/courtlistener-us-v-bufalino-285-f2d-408/). The monograph's characterizations are the FBI's and are not a finding.
