A Kansas City report on Leavenworth parole procedure, written for the 1947 parole inquiry. It records that, with three releases to be approved by the Chicago probation office, the warden had the Chicago probation officer telephoned "in order to try to meet the release date of August 13, 1947."

Scans 8 to 12 of Part 06 of the FBI Vault's John Roselli file are pages of Kansas City reports, file KC 58-75, on how Leavenworth handled parole releases. The research for this archive read them through the viewer's OCR. Scan 12, stored here, is the last page of a report, numbered 5, and ends "Referred upon completion to the office of origin." The report's date line is not on the stored page. Scan 11 begins a Kansas City report whose title, in the OCR, is the Campagna parole and bribery matter, and whose date is only partly legible.

The reports explain that a list of eligible inmates, the "U. S. Board of Parole Docket," goes to the interviewing Parole Board member; that his recommendation becomes official only when the docket returns from Washington signed by another member; and that the parole office then waits on the probation officer's approval of a parole plan. They compare twelve other 1947 releases to show when telegrams or telephone calls were used to meet a release date. Those inmates are private persons and are not described here.

Scan 12 reads: "With respect to the subjects in this case," a person whose name is redacted "advised that there were three releases to be made on the same date, and the parole plans had to be approved by the same Probation Office, namely, Chicago, Illinois. In view of this, Warden HUNTER, when the cases were discussed with him, instructed him to telephone the Probation Officer in Chicago, Mr. CHARLES FISHER, in order to try to meet the release date of August 13, 1947." The Atlanta court's 1951 findings call Fisher the Chief Probation Officer at Chicago and record that Campagna, Gioe and De Lucia were released from Leavenworth together on that date.
