An FBI office memorandum of August 8, 1946 recording the Los Angeles Division's report that the Civilian Production Administration had issued a "stop order" against Benjamin Siegel and his associates over construction of the Flamingo Hotel at Las Vegas.

This one-page memorandum is scan 86 of the FBI Vault's "Bugsy Siegel" file, Part 01. It is an "Office Memorandum, United States Government," to Mr. Rosen, dated August 8, 1946, with the subject "Benjamin Siegel, Miscellaneous Information Concerning." The sender's name is redacted. The text was read from the page image stored here; the Vault's OCR layer for this page is poor.

It reports a call from Supervisor A. E. Ostholthoff of the Los Angeles Division that "the Los Angeles Office has just received information to the effect that a 'stop order' has been issued against Siegel and his associates in connection with the construction of the Flamingo Hotel at Las Vegas, Nevada by the Civilian Production Administration, dated August 7, 1946." The Bureau had authorized, the day before, an investigation "into all aspects of reported irregularities dealing with the construction of the Flamingo Hotel at Las Vegas, Nevada."

The memo adds that on August 5, 1946 "the Clark County Commissioners at Las Vegas, Nevada temporarily denied the application of Siegel and his associates for a gambling and liquor license at the Flamingo Hotel," and that informants expected the licenses to be granted later. It also refers to bribery allegations received by the Los Angeles Division, some names in which are redacted, and asks that one line of inquiry be "handled in a most discreet manner." Those are reports and allegations passed to the Bureau, not findings.

The page carries a Bureau serial stamp read on the image as 62-81518-36, "Recorded & Indexed." The memo does not describe Siegel as a member of any organization, and this page does not either.
