An FBI office memorandum from A. Rosen to E. A. Tamm reporting that Benjamin Siegel and Virginia Hill were establishing permanent residence at the Last Frontier Hotel, Las Vegas, and recommending that "the technical on Siegel and Virginia Hill be reinstalled."

Scans 62 and 63 of the FBI Vault's "Bugsy Siegel" file, Part 13, are a two-page office memorandum dated November 18, 1946, to Mr. E. A. Tamm from A. Rosen. The subject line reads "Benjamin "Bugs" Siegel, Miscellaneous - Information Concerning, Crime Survey." Scan 62 is stored here and was read from the image.

Under "Purpose" it reads: "To advise that Benjamin Siegel and Virginia Hill are establishing permanent residence at the Last Frontier Hotel, Las Vegas, Nevada, and that SAC Hood strongly recommends reinstallation of a technical surveillance." The background says that a request from the Salt Lake City Division for "a technical on the rooms of Siegel and Virginia Hill at the Last Frontier Hotel" had first been refused, and that the Special Agent in Charge then asked the Bureau to reconsider because information had been received about Hill; the substance of that information is blacked out.

The recommendation on the second page is that "the technical on Siegel and Virginia Hill be reinstalled," noting that Attorney General authority had been granted on Siegel and likewise on Hill. "Technical" is the Bureau's term for electronic surveillance. The memo records a request and a recommendation; it does not state what any surveillance found.
