The President's plan, effective April 8, 1968, that moved the functions of the Treasury Department's Bureau of Narcotics to the Attorney General, created the Bureau of Narcotics and Dangerous Drugs in the Department of Justice, and abolished the Bureau of Narcotics and the office of Commissioner of Narcotics.

Reorganization Plan No. 1 of 1968, "Prepared by the President and transmitted to the Senate and the House of Representatives in Congress assembled, February 7, 1968." The margin gives the effective date as April 8, 1968. The plan is headed "Narcotics; drug abuse control."

Section 1 transfers to the Attorney General "All functions of the Bureau of Narcotics, of the Commissioner of Narcotics, and of all other officers, employees and agencies of the Bureau of Narcotics," along with the Treasury functions administered through the Bureau. Section 2 transfers to the Attorney General the drug-abuse functions of the Department of Health, Education, and Welfare. Section 3 provides: "There is established in the Department of Justice an agency which shall be known as the Bureau of Narcotics and Dangerous Drugs," headed by a Director appointed by the Attorney General.

Section 4 reads: "The Bureau of Narcotics in the Department of the Treasury, including the office of Commissioner of Narcotics (21 U.S.C. 161), is hereby abolished." That ends the agency whose commissioners, Harry J. Anslinger and Henry L. Giordano, testified in the records filed in this section. The later Drug Enforcement Administration is not documented by a record filed here.
