Canonical: https://mobfiles.org/items/hsca-1979-trafficante-finding/

The committee calls Santos Trafficante 'the La Cosa Nostra leader in Florida' and finds he had 'the motive, means, and opportunity' to assassinate President Kennedy, but concludes it is unlikely he plotted to do so.

The page republished by the National Archives carries the report's Findings I.C(7), on Santos Trafficante, at printed pages 172-175. At p. 172 the committee calls him "the La Cosa Nostra leader in Florida" and says he was a key subject of the Justice Department's crackdown on organized crime in the Kennedy administration. At p. 173 it states that he had "the motive, means, and opportunity" to assassinate President Kennedy. It records that Trafficante admitted taking part in the CIA plot against Castro, and it examines an allegation by Jose Aleman, which the committee doubted.

At p. 175 the committee concludes that it is unlikely that Trafficante plotted to kill the President, although it could not rule out the possibility on the available evidence. The same page of the report also contains the committee's section on Carlos Marcello.

The label "leader" is the committee's characterization and is quoted here as such. It is not copied onto any chart in this archive.
