Library of Congress Harris & Ewing photograph of President Franklin D. Roosevelt at his desk in the Cabinet Room signing the 1933 beer bill, with members of Congress and a committee clerk standing around him.

The Library of Congress caption names those around the President, left to right: Representatives Claude V. Parsons of Illinois and John W. McCormack of Massachusetts, committee clerk H.V. Hesselman "who brought the Bill to the White House," and Representatives John J. O'Connor of New York and Thomas H. Cullen and Adolph J. Sabath of Illinois. It dates the signing 22 March 1933. The caption's phrase "hard fought battle for legalized beer" is the photographer's.

The record does not name the statute. The President's 13 March 1933 message to Congress on the Volstead Act is filed here, but this page does not equate the two. The copy stored here is the Library of Congress service JPEG.
