The caption names the men as Capt. Edward Sheehy, George M. Belk and James A. Flynn, and shows them posing with the packages in suitcases.

The caption does not say which agency each man served, where the seizure was made, or whom it concerned. A George M. Belk testified as a Bureau of Narcotics agent in the Kefauver Committee's narcotics volume of 1951, but this caption does not identify the agency, so the two are not linked here.
