Part 3 of the committee's final report, ordered printed 28 March 1960. It finds that "underworld infiltration of business and labor is a national problem" and restates its findings on James R. Hoffa, adding that it had found him "faithless to the members of his own union."

The final report of the Select Committee on Improper Activities in the Labor or Management Field was filed in four parts in February and March 1960. Part 3 was ordered printed on 28 March 1960. By then the masthead notes that Robert F. Kennedy had resigned as chief counsel on 6 September 1959.

Its chapter "The Criminal Syndicate" begins with the gathering at Apalachin, N.Y., on 14 November 1957. It says "There were 58 known hoodlums in attendance," of whom 50 had arrest records and 35 had convictions, and it tallies their legitimate businesses: coin machines, garment manufacturing and trucking, groceries, taverns and restaurants, olive oil and cheese, construction and others. Its findings (p. 509) state: "The committee's hearing into the activities of the criminal syndicate has firmly convinced the members that underworld infiltration of business and labor is a national problem."

The chapter on Hoffa and the Teamsters in 1959 quotes the 1958 interim findings, and then the second interim report (S. Rept. 86-621), which says: "Time and time again the committee has found Hoffa to be faithless to the members of his own union" (pp. 723-724). The second interim report is quoted here only as Part 3 prints it; it has not been opened as its own record.

These are findings of a Senate committee, not of a court.
