An untitled Berryman drawing of 6 January 1930: Congress tends a battered "Tariff" while a sweating figure labelled "Prohibition Enforcement?" waits its turn.

The catalog lists this drawing as untitled, local identifier E-019, dated 6 January 1930. A bespectacled man with "CONGRESS" on his shirt says, "NOW I'LL HAVE TO LET YOU REST WHILE I PUT SOME PEP INTO THIS OLD BIRD." Beside him a sweating figure shaped like a document is labelled "PROHIBITION ENFORCEMENT ?", and a slumped, bandaged figure at the right is labelled "TARIFF ?".

The National Archives note says prohibition enforcement and tariff rates were two major issues for President Hoover and Congress, and that "a decade after prohibition began, the tide of public opinion was swinging toward repeal." That assessment is the note's.

The drawing is an editorial comment and is filed for what it shows.
