An untitled Berryman drawing of 13 January 1930: a weary figure for Congress, a "Tariff" on his neck and "Law Enforcement" on his arm, reaches for a tonic. The National Archives ties it to President Hoover's requests for better federal enforcement.

The catalog lists this drawing as untitled, local identifier W-084, dated 13 January 1930. A disheveled man in a vest and shirt sleeves has "LAW ENFORCEMENT" written on one arm and "TARIFF" on his neck, and says, "JUST ONE BOIL AFTER ANOTHER." A hat marked "CONGRESS" hangs on the bedpost, and a bottle marked "TONIC" stands on the table with a glass and spoon.

The National Archives note says the drawing answers new requests from President Herbert Hoover for quick action on enforcement of federal criminal laws, and that "the Prohibition Amendment had created substantial demands on the law enforcement capabilities of federal, state and local agencies." Those statements are the note's.

The drawing is an editorial cartoon, filed for what it shows.
