# Narcotics hearings, Part 3, printed pages 786-787: the Bureau of Narcotics entry for Fiore Siano of New York

Canonical: https://mobfiles.org/items/valachi-hearings-part-3-siano-p786-787/

The Bureau of Narcotics list describes Fiore Siano, sentenced to eight years on a narcotics charge, as a main source of supply for Black traffickers in Harlem and an associate of the men it says controlled the rackets there. The opening sentence is paraphrased because the OCR is garbled.

Printed pages 786 and 787 of Part 3 (NCJRS PDF pages 882 and 883), in the Bureau of Narcotics list of "high echelon narcotic traffickers who have been apprehended since 1951." The entry for Fiore Siano of New York gives a criminal record beginning with a burglary arrest and an eight-year federal narcotics sentence; the OCR of both dates is garbled.

The sentence that ends page 786 is too garbled in the text layer to quote. In substance, it says that Siano had been a main source of supply for Negro narcotic traffickers operating in the Harlem area of New York City; this is a paraphrase, and the page image should be read for the exact words. Page 787 continues legibly: "He is a trusted associate of leading underworld figures operating and controlling the rackets in Harlem, New York City. Siano is reportedly a trigger man for the crime syndicate operating in the Harlem, New York City, area." It adds that he took part in gambling and used "strong-arm tactics" in labor and jukebox rackets.

The entry just before his, on page 786, describes Salvatore Santora as a member of a syndicate "concentrating its principal activities in the Harlem area of New York City and Westchester County," associated with John Ormento. In these entries "Harlem" includes East Harlem, which the list does not distinguish. The list is the Bureau of Narcotics's description of people it had arrested, submitted to a Senate subcommittee. Its characterizations are the agency's allegations, not court findings. The word "Negro" is the Bureau's. "Reportedly a trigger man" is the Bureau's hearsay.
