Asked about Washington, the Bureau of Narcotics witness Ward said that Baltimore and Washington depended on New York, and that the major traffickers there, whom he described as Black, travelled to New York for heroin or were supplied by New York traffickers who travelled to them.

Printed page 915 of Part 4 (NCJRS PDF page 1029), afternoon session of 30 July 1964. Subcommittee counsel Mr. Adlerman asked whether Ward had covered Washington.

Ward answered: "Baltimore and Washington more or less fall in the same category because of their proximity to New York City. At the present time, we are finding that the major traffickers in these areas, who are Negroes, are traveling to New York or, on occasion, the Negro traffickers in New York are traveling to Washington and Baltimore and effecting the deliveries." (The OCR prints "delivuries".) He went on to say that there were "roughly four pretty important traffickers in Washington, D.C.," and named them in answer to counsel.

The names he gave are of people described by a witness, not by a court, and they are not repeated here. The racial description is the witness's. The page is filed as the Bureau's 1964 account of the route from New York, including Harlem, to the Mid-Atlantic cities; the page itself does not name Harlem.
