Named in 1963 by New York police as the Gambino family's underboss and the successor of Frank Scalice. Valachi called him "Joe Bandy."

The heading follows the staff chart and the research record. The printed transcript spells the surname "Biando" in the question that introduces him. The birth year is Shanley's: "He was born in 1897." No opened record gives his death.
