Convicted of extortion in the window-replacement case; the Second Circuit, viewing the evidence for the government, called him a senior member of the Genovese administration. A 1996 district court finding describes him with Gigante as the family's boss and underboss.

He is not the Vincent Mangano of the Brooklyn family in the 1930s to 1951.
