Front page of the Birmingham Age-Herald for Tuesday, 28 October 1919. The banner, “Enforcement Bill Passed Over Veto,” shares the page with two other lines, on the Senate’s rejection of the Johnson amendment to the peace treaty and a miners’ leader’s statement on the coal strike order. The sub-headline reads “Drys in Senate Plan to Repass Bill There by Middle of the Week.”

The Associated Press story, datelined Washington, 27 October, says President Wilson “unexpectedly” vetoed the prohibition enforcement bill and that within three hours the House had repassed it over his veto by 176 to 55, a total “barely more than a majority of the entire membership.” It says dry leaders in the Senate planned to ask unanimous consent to take it up the next day and expected to act by Wednesday, and that the President refused to sign because the bill included enforcement of war-time prohibition.

The vote count and the forecasts are the wire report’s and are not checked here against the House record. Headline as read from the Library of Congress OCR text of the page.
