Front page of the Brownsville Herald, Texas, Thursday, 24 April 1930, first edition (the paper printed two editions that day, both with a page 1). The Chicago story is headed “Published List of Gangland Shows All for Al, Al for All.”

The Associated Press story, datelined Chicago, 24 April, says the Chicago Crime Commission prepared and published a list of 28 “notorious gangsters, gunmen and racketeers who ‘are constantly in conflict with the law,’” with Alphonse Capone named first. It says the list, edited by the commission’s president, Loesch, a member of President Hoover’s Law Enforcement commission, was sent to city, county and federal agencies with a reminder that “these men are public enemies and should be treated accordingly.” It ties the list to a report that the gangs had merged under Capone, and quotes Loesch’s answer: “All for Law, and Law for All.”

The list is that of a private civic body, not an official government list, and the story’s account of the merger is a report, not a finding. Headline as read from the Library of Congress OCR text of the page.
