Opinion of a United States court. Works of the federal judiciary are in the public domain in the United States (17 U.S.C. § 105). The text was read on CourtListener (Free Law Project).

United States Court of Appeals, Second Circuit, decided 15 December 1993. CourtListener’s header labels the court as the First Circuit; the opinion’s own text reads “United States Court of Appeals, Second Circuit,” and this page follows the text.

On the application of the United States and the Independent Administrator, Frederick B. Lacey, Judge Edelstein had appointed William H. Webster as the third member of the Independent Review Board established under the Consent Decree. The court of appeals affirmed, quoting the district judge’s view that “law enforcement, investigative, and judicial experience qualifies a candidate for service on the IRB.”

The opinion’s text gives a date for the order under appeal that does not agree with the argument date and the docket number, so no date for that order is given here.
