The FBI’s Ten Most Wanted historical pictures list James “Whitey” Bulger as fugitive number 458. The image is labelled on its face “Photograph Taken in 1994” and “Retouched Photograph”, with the name “James J. Bulger” below. The left photograph is the same picture filed from the FBI’s Boston field-office history on its own page.

The FBI caption, shortened here, reads: “Former Ten Most Wanted Fugitive #458: On June 22, 2011, James “Whitey” Bulger was arrested thanks to a tip from the public—just days after a new media campaign was announced to help locate the gangster who had been on the run for 16 years. He was convicted in August 2013.” The full caption also names a companion who is a private person; this page does not repeat that name. The date on this page is the date printed on the image.

The copy shown here is the original file, downloaded from the FBI on 12 October 2026.
