Scan 267 of the FBI Vault’s “Frank Balistrieri” file, Part 01, is an airtel from the Director to the Special Agent in Charge, New York, dated July 1961 as far as the OCR can be read, under the heading “Criminal Intelligence Program.” This page was filed from the OCR text of the Vault viewer; the page image of scan 267 is now stored here, and it prints the date as July 7, 1961. The wording is as far as the OCR can be read.

The airtel says that “intensified investigations have been conducted on twenty prominent hoodlums and racketeers, who were selected by the Bureau and the Department as targets for early prosecution,” and that “ten additional individuals have now been selected for similar concentrated all-out investigative attention.” The list, by location, as the OCR gives it, begins: Boston, Raymond L. S. Patriarca; Detroit, Matthew Rubino; Las Vegas, Morris Barney Dalitz; Miami, Meyer Lansky; Newark, Gerardo V. Catena. Each is followed by “(7/27/61).” The OCR does not show the rest of the list on this page.

“Hoodlum” is the Bureau’s program label. The airtel states no organization, rank or family for any person named, and it is not a finding about any of them. It places Dalitz, in the Bureau’s words, at Las Vegas. The same page is evidence that the Bureau had selected these ten individuals for investigation in 1961, and nothing more.
