FBI Vault, Operation Donnie Brasco, Part 01, viewer p. 361 (October 6, 1981)

An FBI accomplishment report of October 6, 1981 (GENUS-SHORTCAKE, RICO-MURDER) recording the arrest of Benjamin "Lefty" Ruggiero on August 29, 1981 on an S.D.N.Y. complaint. It says the warrant for Dominick "Sonny Black" Napolitano was still outstanding and that Napolitano was "missing and believed dead."

Viewer page 361 of Part 01 of the FBI Vault’s “Operation Donnie Brasco” file. It is an FD-515 accomplishment report dated October 6, 1981, from New York (field office file 183A-2515, squad M-5), captioned GENUS-SHORTCAKE, RICO-MURDER. The form claims two complaints and one FBI arrest.

The typed remarks read: “Subject Benjamin ‘Lefty’ Ruggiero, acting ‘capo’ in the Bonanno LCN Family, arrested on 8/29/81 based on SDNY complaint charging him with violating Title 18, USC, Section 1961 d. Warrant for Dominick ‘Sonny Black’ Napolitano still outstanding. Napolitano missing and believed dead.”

The arrest date agrees with the S.D.N.Y. opinion, which says the case “starts with the arrest of defendant Ruggiero on August 29, 1981.” A Newark memorandum of March 1982 in another Vault file gives a different date, 9/21/81, and its page image prints that date (Trinchera file, p. 123). This archive follows the court and notes the conflict.

“Acting capo” is the report form’s label for Ruggiero. The Eleventh Circuit describes him only as a member of Napolitano’s crew, and the label is not used on a chart here.
