Part 05 of the FBI's Bulger file is mostly withheld. Its readable pages include a June 23, 1995 Boston communication summarizing the indictment's allegation that the "Winter Hill Gang" and the "PATRIARCA LCN Family" conspired to control organized crime in Boston.

The viewer shows 14 pages. The first are deleted-page information sheets; one states that 491 pages were withheld and cites Civil Action 20-cv-3269. The readable pages are a file-access note of September 24, 1999 and an “IMMEDIATE” communication of June 23, 1995 from the Special Agent in Charge, Boston, to FBI Headquarters on a sensitive discovery matter.

The communication summarizes the indictment in United States v. Francis P. Salemme and others, naming James Bulger, Stephen J. Flemmi, George Kaufman and Francis P. Salemme, Jr. among the defendants; the last defendant’s name is garbled in the OCR. It states: “The indictment charged that JAMES J. BULGER and STEPHEN J. FLEMMI were leaders in an organized crime gang in the Boston metropolitan area known as the ‘Winter Hill Gang’ and the remaining defendants were members of the PATRIARCA LCN Family. The indictment alleged that members from both gangs … conspired together to control organized crime activities in the Boston” area.

This is the FBI’s summary of an indictment’s allegations, not a finding. It was read from the OCR of the viewer’s text layer.
