Scan 29 of the FBI Vault’s “Bugsy Siegel” file, Part 19, is a memo dated at Los Angeles, September 12, 1946, addressed “Memo, SAC,” with the references “Benjamin “Bugs” Siegel, Miscellaneous; Information Concerning; Crime Survey” and “Surveillance on Siegel, Virginia Hill, et al, dates of September 10 and 11, 1946.” It was read from the stored page image; the continuation on scan 30 was read only in OCR.
The memo logs the movements of the people under surveillance on those two days. It records that on September 10 “VIRGINIA HILL spent approximately 20 minutes” at a dress shop near Beverly Drive and Wilshire before returning to Siegel’s car, and that on September 11 she and “a female associate” arrived in a black Chrysler convertible. The names of the agents and of several other people are blacked out.
The page image prints business and street addresses and a license number from 1946. This page does not repeat them or name the people the memo leaves unidentified. The memo is a surveillance log; it records movements, not conduct.
