Part 01 of three. This page was filed from the OCR text of the Vault viewer; the file is heavily redacted (b6, b7C, b7D, b7E), and the case caption is partly obliterated in the scan, so it is not quoted. Parts 02 and 03 have not been opened.
A memorandum of January 20, 1982 lists the subfiles of Buffalo file 183A-763: “All original surveillance FD-302s,” “All correspondence pertaining to Colonial Vending,” records “furnished by US Post Office in relation to mail covers,” and pen-register FD-302s. Much of the part is physical-surveillance logs. Their captions read “Physical Surveillance of Joseph Todaro, Sr.” and record dates in late September and early October 1981, with motor-vehicle checks of cars seen.
A memorandum of January 7, 1982, headed “Infiltration of Vending Machine Companies by OC Figures,” says the office had investigated “the infiltration of the vending machine business by OC figures,” that the Todaros own and operate a Buffalo vending business called Colonial Vending, and that “The Todaros appear to be the most significant OC figures that have taken an active role in this business endeavor.” It records a decision that “our investigation on the vending machine business as such will be discontinued and that our investigation concerning the Todaros and their involvement in this business will be followed through.”
“OC figures” is the Bureau’s characterization in an internal memorandum. It is not a charge or a finding, and no court record on the Todaros has been opened for this archive. This page does not reproduce the street address printed in the memorandum.
