Document 602 is a telegram from Secretary of State James G. Blaine to Governor Francis T. Nicholls dated 21 October 1890, five days after Chief of Police Hennessy’s death. It relays the Italian minister’s report from the Italian consul at New Orleans that the mayor had caused the arrest of innocent persons and had issued proclamations tending to excite the Italian colony. It states the minister’s confidence that the great body of Italians “repudiate with horror the act of a few criminals” and want the law to “punish the murderers of the chief of police.”
The telegram records the Italian government’s position at the time. The assertions about the arrests are the minister’s and the consul’s, relayed by Blaine, and are not findings.
