Kefauver Part 1-A: Sheriff Hugh Culbreath, questioning on the Tampa syndicate and his written answer on Dugan (17 February 1951)

Counsel puts a list of names to the Hillsborough County sheriff as a Tampa syndicate; he answers that he knows of them, took no contributions from them, and that they do not come into his office. His written answer denies the reprimand Dugan described. Pp. 376-377, 382.

Sheriff Hugh L. Culbreath testified in Washington on 17 February 1951 (pp. 345-393 of Part 1-A); he had also appeared at Tampa on 29 and 30 December 1950. This page covers two passages. At p. 382 counsel Downey Rice said to him: “You have some other fellows down there making up the syndicate - Red Italiano, Gus Friscia, Primo Lazzarra, Philippe Piazza, Santos Trafficante. These people are all Sicilians and they make up a syndicate down there.” Culbreath answered that he knew of them, that he had not accepted campaign contributions from them, and that they did not come into his office.

At pp. 376-377 his written answer (Exhibit 13) addresses Dugan’s testimony. It says that Dugan “knew nothing about it of his own knowledge,” that Ted Glover did not testify, and that “I made no such reprimand whatever,” adding that a person is arrested if he violates the law “whether he is my friend or my enemy.”

Counsel’s list is a question, and the sheriff’s answers are denials of its premises. Nothing on this page is a finding about him.
