Exhibit No. 13 is printed at page 252 of Part 2. James V. Bennett, Director of the Bureau of Prisons, introduced it while testifying, saying it “shows that as a whole some 60 percent of the men who are committed to Federal institutions have previously been convicted of some State or Federal offense” (printed page 55). The session headed on the scan is June 23, 1950. The contents call it a “Chart furnished by James V. Bennett, entitled ‘Percentage of Repeaters.’”
The chart is titled “Percentage of repeaters among prisoners committed to Federal institutions under sentence of more than 1 year for selected offenses, fiscal year ended June 30, 1949.” For each offense, from income tax and embezzlement to narcotic drugs, forgery and the National Motor Vehicle Theft Act, it gives the number of commitments and a bar divided between first offenders and repeaters. Bars for “other offenses” and “all offenses” close it.
This is a hearing exhibit and a work of a federal agency. It names no person.
