The Library of Congress title is “Treasury, Internal Rev. Chemist G.F. Beyer,” dated 14 January 1920. The Library’s notes quote the National Photo Company caption list, which says the picture illustrates enforcement activity: a bootlegger sold a half-pint bottle for $4.00 using a one-quart revenue stamp steamed off another bottle, and the sample turned in by a revenue agent contained water colored with burnt sugar.
The date and the notes come from the caption list, not from the print. Beyer appears again, as chief chemist of the Prohibition Unit, in a Harris & Ewing photograph filed here. The copy stored here is the Library of Congress service JPEG.
