The Library of Congress gives the caption received with the collection: “Governor-elect of Maryland luncheon guest of President Roosevelt. Washington, D.C., Dec. 29. Governor-elect Herbert O’Connor of Maryland, arriving at the White House where he was luncheon guest of the President today, 12/29/38.” The caption is the photographer’s, not verified by the Library, and spells the name “O’Connor”; the committee’s printed hearings print “O’Conor.”

The photograph is dated December 29, 1938. It predates the Special Committee to Investigate Organized Crime in Interstate Commerce by about eleven years and does not show its hearings. It is filed here only as a portrait of a man who later sat on the committee and chaired it in 1951, as the Senate Historical Office page states.
