The enrolled joint resolution, S.J. Res. 17, 65th Congress, 2d session, proposes the amendment that prohibited the manufacture, sale or transportation of intoxicating liquors for beverage purposes. The page shows the text of the three sections, including the seven-year ratification limit, the signatures of the Speaker of the House and the Vice President, and Department of State stamps dated Dec 19 1917. The signer names are read from the signatures on the page image and have not been checked against a printed source.

The catalog gives no item date; the parent file unit is “Laws of the United States, 1917-18, 65th Congress, 2nd Session,” and the stamp supports 1917. NARA’s scope note says the amendment “was ratified January 16, 1919.” The ATF timeline filed here says Congress ratified it on 19 January 1919; the two federal pages differ, and this page does not choose. The item is in Record Group 11.
