A drawing by Clifford K. Berryman in the Records of the U.S. Senate (Record Group 46), series "Berryman Political Cartoon Collection" (NAID 306080), whose use note reads: "Some records in this series may be subject to copyright restrictions. It is the responsibility of the researcher to determine the copyright holder and arrange for permission to reproduce the items, if necessary." The item record reads "Use Restriction: Unrestricted." Berryman was a newspaper cartoonist, not a federal employee, so 17 U.S.C. § 105 is not the basis, and a drawing published after 1930 may still be under a renewed copyright. As with the 1932 Capone drawing filed here, no copy is stored; the National Archives serves the drawing at the cited URL.

The catalog lists this drawing as untitled, local identifier F-079, dated 30 April 1932. Two men read a newspaper headed “WORKINGS OF WALL STREET BEARS”; their hats are labelled “RACKETEER,” the one with a cigar, and “GANGSTER,” the one with a cigarette. A balloon reads “THEM GUYS MAKES US LOOK LIKE PIKERS.”

The National Archives note says Wall Street had been “pilloried by the press, the Congress, and the public” for the crash of 1929, and that the Senate Banking Committee had authorized investigators to study the New York Stock Exchange. The note quotes the balloon as “Them guys make U.S. look like pikers”; the drawing’s own lettering is given above. The figures are types, not named people.

No image is stored here, for the rights reason given on this page. The drawing is an editorial cartoon and is cited as one.
