Senator Nunn said at the hearing that Cafaro had “previously provided the Subcommittee with a signed, sworn, rather detailed affidavit,” which would be made part of the record (printed page 221; the footnote reads “See p. 866”). The affidavit is printed from page 866 (NCJRS PDF page 872) under the heading “Affidavit, Exhibit No. 38 of Vincent Cafaro.” It opens: “I, Vincent Cafaro, of New York, New York, freely and voluntarily make the following statement to the staff of the United States Senate Permanent Subcommittee on Investigations.”
The first pages track his oral statement: the narcotics arrest at seventeen, Salerno’s advice, the numbers office “around 1958,” the 1986 indictment, “wear a wire for the FBI for five months,” and his October 1987 decision to stop cooperating (printed pages 866 and 867). It then goes further than the testimony, describing how a prospective member’s name is circulated to the other New York families, the closing and reopening of the “books,” and his account of the Genovese family’s leadership from the 1960s to 1981 (printed pages 867 to 870).
The research copy covers printed pages 866 to 894; the end page of the exhibit was not confirmed. The affidavit is Cafaro’s own sworn account. Men he names who were not charged in a record filed here are not repeated on this page.
