Page 305 of volume 41 of the Statutes at Large (66th Congress, Session I) prints, under the date October 28, 1919, “CHAP. 85.-An Act To prohibit intoxicating beverages, and to regulate the manufacture, production, use, and sale of high-proof spirits for other than beverage purposes” [H.R. 6810, Public, No. 66]. The enacting clause continues: “That the short title of this Act shall be the ‘National Prohibition Act.’” Title I, on the enforcement of war prohibition, says the words “beer, wine, or other intoxicating malt or vinous liquors” in the War Prohibition Act mean “any such beverages which contain one-half of 1 per centum or more of alcohol by volume,” with an exception for dealcoholized wine and near beer under that strength.

Only the first page of the Act is in this file; the Act runs on through 41 Stat. 322. The page also prints the end of Chapters 81 and 82, enacted without the President’s signature.
