A wanted notice issued by the United States Bureau of Investigation, U.S. Department of Justice, over the name of J. Edgar Hoover, Director. A United States government work, public domain under 17 U.S.C. § 105. The stored copy was captured from the image the FBI publishes on its Kansas City Massacre history page; the FBI's own image URL refuses scripted requests.

The heading reads “Identification Order No. 1194, June 22, 1933,” issued by the United States Bureau of Investigation, Department of Justice, Washington, D.C. It names “Charles Arthur Floyd, aliases Frank Mitchell, ‘Pretty Boy Smith’” and prints ten fingerprints with the fingerprint classification, a profile and front photograph, a signature, a physical description and a criminal record that begins with a St. Louis arrest of September 16, 1925 for highway robbery.

The paragraph at the foot states that Floyd “is wanted in connection with the murder of Otto Reed, Chief of Police of McAlester, Oklahoma, William J. Grooms and Frank E. Hermanson, police officers of Kansas City, Missouri, Raymond J. Caffrey, Special Agent of the United States Bureau of Investigation, and their prisoner, Frank Nash, at Kansas City, Missouri, on June 17, 1933.” That is the Bureau’s statement of what it wanted him for on the date of issue. It is an allegation, not a finding of any court.

Only the front of the order is stored here; the FBI’s image shows no back. The FBI’s own account of the shooting is filed as its history page.
