A wanted notice issued by the Division of Investigation, U.S. Department of Justice, over the name of J. Edgar Hoover, Director. A United States government work, public domain under 17 U.S.C. § 105. The stored copy was captured from the image the FBI publishes on its Machine Gun Kelly history page.

The order is headed “Identification Order No. 1203, August 14, 1933,” Division of Investigation, U.S. Department of Justice, with the word “KIDNAPING” at right. It names “George R. Kelly, aliases George Kelly, R. G. Shannon,” and prints his fingerprints, a profile and front photograph, a signature and a description that lists him as an “Expert machine gunner.” The criminal record ends with his receipt at the United States Penitentiary, Leavenworth, on February 11, 1928, as No. 29362, on a liquor charge from Tulsa.

The statement at the foot reads: “George R. Kelly is wanted for the kidnaping of Charles F. Urschel at Oklahoma City, Oklahoma, on July 22, 1933.” That is the Division’s charge as of the date of issue. The federal indictment followed on August 23, 1933, and the trial record is filed in this section.

The FBI page captions the image as an “identification order or wanted flyer”; the number and date are read from the order itself. The same Leavenworth number appears on the placard in the mug shots the FBI publishes.
