The Vault titles this part “Charles (Lucky) Luciano - Salvatore Lucania Part 03 (Final).” It has 100 scanned pages and was read through the viewer’s OCR; the first 26 pages were read closely. It repeats material found in Part 01 and adds later 1946 papers.
It opens with a copy of the memorandum of August 28, 1935. Page 10 is a letter of February 14, 1946 from Fiorello H. La Guardia, written from 30 Rockefeller Plaza to Attorney General Thomas Clark, enclosing a “tear sheet” of his Sunday broadcast of February 10, 1946 about the conduct of “racketeers” on the pier, and asking for an investigation. A handwritten line to “Edgar” asks Hoover to check “the circumstances under which Costello was allowed to visit Ellis Island.” Page 11 begins the broadcast text. The memorandum that follows records that the Attorney General asked the Bureau to check the broadcast’s statements that Frank Costello visited Luciano on Ellis Island and attended a party on board the ship, and that the New York office was told to give the matter “expeditious attention.”
The Bureau’s answer is in the New York teletypes of February 25 to 27, 1946, whose guards’ statements deny any visitors or party on board. The broadcast is a former mayor’s public statement; its claims about Costello and Luciano are not findings, and this page does not repeat them. Part 02 of the file (1957 to 1962, Italy) is outside this section and is not filed.
