Part 03 of the FBI Vault’s Carlo Gambino file, scan 4. A one-page office memorandum from R. R. Roach to A. H. Belmont. Parts of the page are redacted, and the Bureau file-number stamps are not legible enough to transcribe.

The memorandum states: “On November 29, 1957, [redacted] Investigations Division, Immigration and Naturalization Service (INS), referred to the subject as one of the individuals who participated in the recent gathering of hoodlums in Apalachin, New York. [redacted] advised on a confidential basis that INS plans to apprehend Gambino in Brooklyn, New York, on Monday, December 2, 1957. He will be arrested on a deportation warrant and INS plans to hold a hearing with the ultimate objective of deporting Gambino to his native country, Italy.”

“Gathering of hoodlums” is the memorandum’s own wording and is quoted, not adopted. A follow-up memorandum dated 2 December 1957 on the next scan is only partly legible; it says liaison had earlier reported that INS was taking steps to apprehend Gambino. Gambino’s presence is also recorded in the Second Circuit’s account of who was stopped.
