On December 29, 1950, at the Tampa hearing, Senator Lester C. Hunt told the witness Fowler that “we are going to direct your attention to some charts which the staff has prepared.” Later that day, before Noah W. Caton testified, Senator Hunt asked that “the three sheets to be numbered, respectively, Nos. 2, 3, and 4, and admitted as exhibits for the record”; the record notes that the charts “were received in evidence as exhibits 2, 3, and 4, respectively, and appear in the appendix on pp. 482 and 483” (printed pages 53 and 71 of Part 1-A).
Exhibit No. 4 is printed on the lower half of page 483. The schedule of exhibits calls it a chart entitled “Interstate links of Mafia crime with Tampa.” It is an outline map of the United States with Cuba. Lines join Tampa, marked “(murder) (gunmen),” to Miami, to Havana (marked “lottery”), and through New Orleans to Los Angeles, Kansas City, Chicago (“gunmen”), Cleveland and New York; the lines carry the labels “narcotics,” “gambling,” “gunmen” and “murder.” In the lower left corner the map reads “Murder, Narcotics, Gambling.”
The map names cities, not people. “Mafia” is the word of the chart’s heading, as the committee staff drew it, and this record does not adopt it as a finding.
This is a hearing exhibit. The names, dates and outcomes on it are the labels of the chart as the committee staff drew it; they are not findings of the committee or of a court, and none is copied to a family page or a person page.
