Exhibit No. 23 is a fold-out that faces page 1380 of Part 5; the plate slug reads “(Face p. 1380).” On October 5, 1950, Chicago Police Commissioner Prendergast told the committee he could lay out the department “in a regular graph,” and the chairman put the chart in the record “as an exhibit to the commissioner’s testimony” (printed page 137). The contents describe it as a “Chart showing organization of Chicago Police Department, furnished by Commissioner Prendergast.”
The chart is titled “Organization Chart - Chicago Police Department.” The Commissioner of Police is at the top, above a censor division, an administrative assistant, aides to the commissioner and a department inspector. Below are a deputy commissioner in charge of field services and a deputy commissioner in charge of staff services, with branching boxes for the traffic, uniform and detective divisions, bureaus, units and the districts. An approval line at the foot carries a signature over the word “Commissioner” and a typed date in November whose year is not clearly legible in the scan.
This is a hearing exhibit. It is an organization chart of a city department and names no member of any criminal group.
