A catalog description of a United States District Court case file held by the National Archives at Boston (Record Group 21), a federal record, public domain under 17 U.S.C. § 105. The catalog marks the series "Restricted - Possibly" for copyright because it contains "published materials (e.g., newspaper clippings, etc.)"; this page quotes only the archivist's description.

The catalog entry for the criminal case file United States of America v. Howard T. Winter et al., held by the National Archives at Boston. The scope note says the file includes “indictments, briefs, memorandums, motions, pleadings, hearing and trial transcripts, letters and other correspondence, affidavits, depositions, interrogatories, orders, judgments, newspaper clippings, and other related papers,” and papers on the appeal to the First Circuit.

The archivist’s summary reads: “This case concerns a 52-count indictment returned by a federal grand jury against 21 defendants for their alleged participation in a racketeering scheme involving fixing pari-mutuel thoroughbred horse races through bribery and subsequently profiting from betting on the fixed races. The activity occurred at several race tracks in Massachusetts, New Hampshire, Rhode Island, Pennsylvania, and New Jersey.” It lists the twenty-one defendants, beginning with Howard T. Winter, John Martorano and James Martorano. It records that Judge W. Arthur Garrity, Jr. recused himself before trial, “citing as potential conflict of interest investigations of several of the above-named defendants during Garrity’s tenure as U. S. Attorney,” and that Judge A. David Mazzone presided after that.

This is a catalog description of charges, not a record of outcomes. Not every defendant named was tried or convicted; the First Circuit’s opinions and the verdict transcript give the results for those who were. The catalog lists sixty-six child items. Only the five transcripts linked below were opened for this archive, and only at cover level, apart from one verdict page.
