The National Archives holds a page-image copy of Senate Report No. 725, 82d Congress, the Final Report of the Special Committee to Investigate Organized Crime in Interstate Commerce. The catalog’s images carry no text layer; the image number is the printed page plus four. This record is printed page 30, in the narcotics section; the image stored here is that page.

The page reports a belief, not a finding: “Experienced enforcement officers believe that the present influx of heroin from abroad is managed by the Mafia with Charles ‘Lucky’ Luciano, notorious gangster, vice king, and racketeer, deported convict, now resident in Italy, as the operating head.” It then summarizes testimony by a Bureau of Narcotics agent just back from Italy, and Luciano’s own sworn statements to the Italian police, in which “he claims to be a poor man.” The page states: “Since his present residence in Italy, which dates from 1947, Luciano was interested in a pastry shop in Palermo.”

The date fits the FBI’s record that Luciano was deported from Cuba to Italy on 20 March 1947. The page does not mention Cuba. Pages 29, 31 and 73 to 75 of the report (methods of importation and Florida) were read for Havana references and contain none.
